The Hearing Examiner reviewing the transmission line proposal has recommended the line be approved conditioned on approval from both West Virginia and Pennsylvania. The Hearing Examiner recommended the "Southern Route" through Frederick, Warren, Rappahannock, Culpeper, Fauquier, Prince William and Loudoun.
