The 140,000-square foot retail store, as planned, will take up 19 acres of a 50-acre parcel on the north side of Route 3, and is already zoned for commercial use. But the recent adoption of a large retail use ordinance into Orange County’s code means any retail establishment in excess of 60,000 square feet must submit a special use permit, and go through the public hearing process. "

"In 1990, 21,421 people lived in Orange County. Ten years later, the U.S. Census Bureau reported 25,881 people lived in the county and it is estimated that the population will increase 31 percent to 34,127 by 2010.
The most recent estimate, taken in 2007, found that there were 32,492 people in the county already.
